Namyangju Signals Green Light for Second Gyeongchun National Road Connecting Private Expressway Project

Total Project Cost for Second Gyeongchun National Road Increased
City Aims to Maximize Transportation Network Efficiency
Significant Improvements Expected with Expressway Connection

Namyangju City in Gyeonggi Province (Mayor Joo Gwangdeok) announced on August 22 that the Second Gyeongchun National Road construction project passed the Ministry of Economy and Finance's Fiscal Project Evaluation Committee's 'Project Plan Adequacy Re-examination Review' on August 20, making it possible to issue a tender within the year. The city added that, in conjunction with the 'Second Gyeongchun National Road Connecting Expressway Private Investment Project' currently being promoted, it aims to maximize the effectiveness of transportation network improvements.

The Second Gyeongchun National Road project was initially set at 1.2863 trillion won when it was exempted from the preliminary feasibility study in 2019. However, due to rising prices and insufficient construction costs, the bidding process repeatedly failed.

As a result, through the Ministry of Economy and Finance's project plan adequacy re-examination review, the total project cost was increased by 612.5 billion won to 1.8987 trillion won. This adjustment incorporated improvements such as the installation of grade-separated interchanges and the widening of lane widths, providing new momentum for the project's advancement.

The city is concurrently promoting the 'Second Gyeongchun National Road Connecting Expressway Private Investment Project' to maximize transportation network efficiency through its connection with the Second Gyeongchun National Road.

This project, for which the city is the main administrative authority, is an expressway with a total length of 11.2 kilometers, connecting Donghopyeong IC to the Second Gyeongchun National Road.

So far, the project has passed the Korea Development Institute (KDI)'s private investment project eligibility review, securing its feasibility and suitability for private investment. The city is currently proceeding with administrative procedures to further improve the project's viability and ensure smooth progress.

Once the two projects are connected, significant improvements in transportation convenience are expected, including the alleviation of congestion on National Route 46, a reduction in travel time from Hwado-eup to Seomyeon in Chuncheon City (from 60 minutes to 25 minutes), and the dispersal of traffic on the Seoul-Yangyang Expressway.

Mayor Joo Gwangdeok stated, "The Second Gyeongchun National Road and the connecting private expressway are core infrastructure that will drive transportation innovation for residents of Namyangju and the northeastern part of the Seoul metropolitan area. Through the organic connection of these two projects, we will create a new turning point for regional development."
