Police Decide Not to Refer Kim Jungsook for Prosecution
"No Charges" in Blue House Special Activity Funds Allegation

The police have reportedly concluded that there are no charges against Kim Jungsook, the wife of former President Moon Jaein, regarding allegations that special activity funds from the Blue House were used to pay for her clothing expenses.


According to the police on August 21, the Anti-Corruption Investigation Unit of the Seoul Metropolitan Police Agency decided not to refer the case for prosecution on July 29, determining that there was "no charge" against Kim under the Act on the Aggravated Punishment of Specific Economic Crimes, including the alleged loss of state funds.


Allegations had been raised in political circles that Kim used special activity funds to purchase clothing during President Moon's term in office.

As the suspicions spread, the Civil Society Committee for People's Livelihood filed a police complaint in March 2022, suspecting that Kim had coerced the Blue House official in charge of special activity funds to purchase expensive clothing and accessories.


At the time, the Blue House refuted the allegations, stating, "No national budget, including special activity funds, was ever allocated or used for the spouse of the President to purchase clothing," and emphasized that "all expenses were covered personally."


To verify the allegations, the police conducted a search and seizure at the Presidential Archives in April and May, and also questioned Blue House officials, including staff from the Second Office of the Presidential Spouse.
