The city will use specialized equipment, including vehicles equipped with license plate seizure systems, to carry out license plate seizures, focusing on residential areas such as apartment complexes and multi-family housing.

Vehicles subject to seizure include those with three or more unpaid automobile tax bills, or vehicles with over 300,000 won in unpaid automobile taxes. Vehicles with over 300,000 won in unpaid fines for delayed vehicle inspections, lack of mandatory insurance, illegal parking, or speeding and signal violations are also included.

Other delinquent vehicles will have a seizure notice attached to encourage voluntary payment. For livelihood-dependent delinquent vehicle owners, such as those with trucks or delivery vehicles, the city plans to minimize the payment burden by issuing seizure notices and encouraging installment payments.

If there are outstanding local taxes or non-tax revenue such as automobile taxes, citizens can check and pay their delinquent amounts by accessing 'WETAX' or calling the local tax and non-tax revenue ARS.

The city will take administrative measures such as installing wheel locks and enforcing compulsory towing for habitual and chronic long-term high-amount delinquents.
