The Innovation Party announced on August 21 that the 136th Supreme Council meeting, held at the National Assembly main building, had officially approved Cho's reinstatement.

After Cho applied for reinstatement on August 18, the party convened the Membership Qualification Review Committee on August 19 and completed the review process. According to the Innovation Party, this was in line with the party's internal regulations, specifically Party Rule No. 2 on Membership and Dues, Article 8 on Reinstatement, and Article 12 on Membership Qualification Review.

Kim Sunmin, acting leader of the party, welcomed Cho's return, stating, "The Innovation Party will now, together with former leader Cho Kuk, return to the people and pursue the path toward the complete end of insurrection and the realization of a society that is an advanced nation in social rights."

At the Supreme Council meeting that day, Acting Leader Kim appointed Cho as the head of the Innovation Policy Research Institute. According to party rules, the head of the Innovation Policy Research Institute is nominated by the party leader and appointed by the board of directors. The board of the Innovation Policy Research Institute is scheduled to meet on August 22 to discuss and decide on Cho's appointment.

Acting Leader Kim stated, "As head of the Innovation Policy Research Institute, former leader Cho will consolidate the party's policy strategies and research capabilities, and present tangible changes to the public and party members."
