A video showing the police concluding that a driver who hit a person and fled in an airport parking lot was not guilty of a hit-and-run has been released, sparking public outrage among netizens. Han Moonchul, a traffic accident lawyer who watched the footage, commented, "This is a moment when common sense is destroyed," and added with a wry smile, "File an objection with the chief of police."

On August 19, Han posted a video titled "Shocking, the police investigator says this is not a hit-and-run. But the driver just ran away?" on his YouTube channel 'Han Moonchul TV'.
The accident occurred around 7 a.m. on June 30 in the parking lot of Incheon International Airport Terminal 1. While making a left turn, a driver pushed a passing man with his car, causing the man to be pushed backward as he tried to stop the vehicle with his hands.

After briefly stopping, the driver casually drove past the man. During this process, the man tried to stop the car, but the vehicle narrowly avoided him and sped away.
The man reported that he was diagnosed with a two-week recovery period due to sprains in his cervical and lumbar spine, wrists, and ankles. He explained, "The most severely affected areas were both wrists. My left leg also hit the front bumper, and as the perpetrator's vehicle fled, my left foot was slightly run over by the right rear tire."

The man filed a complaint requesting that the driver be punished for "causing injury and fleeing under the Act on the Aggravated Punishment of Specific Crimes," but the police issued a decision of non-prosecution for driver A on this day.
The investigation result notification stated, "There was no situation at the scene requiring emergency rescue due to personal injury, and it is difficult to see that there was an obligation to provide aid, so there is no charge of causing injury and fleeing under the Act on the Aggravated Punishment of Specific Crimes." While it was acknowledged that A was aware of the accident and fled, the police concluded that the injuries were not severe enough to warrant punishment.

In response, Han said, "Does someone have to collapse or bleed for it to be considered a hit-and-run? File an objection with the police chief. Then the records will be forwarded to the prosecutor, and the prosecutor will review them again," adding, "This is a moment when my common sense is destroyed."
He continued, "Attach all the medical documents: the diagnosis from the hospital on that day, the prescription, and any diagnoses from later visits to an oriental medicine clinic. Don't throw away any prescriptions," and added, "Let me know what the outcome is after you file the objection."
