The Incheon City Council will hold the "2025 Policy Discussion Festival" over two days from August 25 to 26, aiming to discover and propose innovative and diverse policies.
The Policy Discussion Festival began in 2019 as the "Policy Festival," a joint initiative with the Incheon Research Institute, with the goal of creating a "research-oriented city council" and strengthening policy capabilities. Since 2023, it has been held annually under the new name "Policy Discussion Festival."
This year, to enhance the feasibility and effectiveness of policies, the event will be co-hosted with the "Incheon Municipal Policy Research Network," a joint policy research council consisting of 15 public institutions that directly contribute to the formulation and implementation of Incheon's policies.
Additionally, to incorporate specialized knowledge and experience from various fields, the council will hold committee-specific discussion sessions in the form of subcommittee and joint meetings with the City Council Policy Development Advisory Committee. This approach is expected to deepen and broaden the discourse, thereby increasing synergy in the policy development process.
On the first day, at 2:00 p.m., the opening ceremony will feature a report from the Chair of the Council Operations Committee on the major achievements of the 9th Incheon City Council over the past three years. There will also be an appointment ceremony for members of the Incheon City Council Legislative Impact Analysis Committee, which includes council members, legislative and legal advisors, and external experts. This committee plays a key role in improving the quality of the council’s legislation and systematizing the post-enactment evaluation of ordinances.
During the opening ceremony, each standing committee chair will also explain the background and significance of the discussion topics for their respective fields.
The discussion topics by standing committee are as follows: ▲ Direction for establishing the Incheon Residents’ Safety Council (Administration and Safety) ▲ Measures to strengthen support for victims of digital sex crimes against children and adolescents (Culture and Welfare) ▲ Introduction of continuous automatic water quality monitoring devices (TMS) for public sewage treatment facility inflow (Industry and Economy) ▲ Current status and future strategies for ESG management by Incheon public enterprises reflecting the characteristics of construction and transportation (Construction and Transportation) ▲ Establishment and dissemination of an integrated model to strengthen sustainable mental health capacity for Incheon students (Education). Panelists from each field will engage in lively discussions on these topics.
Jung Haekwon, Chairperson of the Incheon City Council, stated, "We will accelerate essential policy research for citizens by utilizing the outcomes of the Policy Discussion Festival to advance legislative activities."
