Seoul's Dobong District (Mayor Oh Eunseok), which drew attention last year by granting special promotions to outstanding proactive public officials, has once again provided exceptional rewards, including special grade advancements, to high-performing employees this year.

On the 19th, Dobong District announced that it had selected six public officials who demonstrated initiative and expertise in their work as the “Outstanding Proactive Public Officials for the First Half of 2025.”


To foster a culture of proactive administration within the public sector, Dobong District selects outstanding officials twice a year, in the first and second halves. Since last year, the district has introduced bold reward systems such as special promotions, special grade advancements, and the highest level of performance bonuses, in order to boost morale and motivation among its staff.


This year, a total of 13 exemplary cases of proactive administration were submitted. Through a process that included initial performance verification, surveys, internal executive reviews, and a final evaluation by internal and external personnel committees, six individuals were selected: one for the highest honor, one for excellence, and four for encouragement awards.


Kim Changwan, Head of the Architecture Department, who demonstrated proactive administration during the Chang-dong Private Investment Station project, was selected as the top employee and received a special grade advancement. When the project faced delays due to amendments in fire shutter regulations, Kim resolved legal application issues and eliminated obstacles by organizing meetings with relevant agencies, seeking legal counsel, consulting with the Seoul Metropolitan Government, and presenting opinions to the Proactive Administration Committee.


Lee Seunghee, an officer in the Welfare Policy Department, was selected for the excellence award. Lee received the highest level of performance bonus for establishing the Dobong-style welfare model while leading the “Growth Project for Dormant License Social Workers.”


The encouragement awards, which include three days of special leave, were given to four individuals: Kim Daeyeon from the Youth Future Department (Youth Startup Support Project), Kim Yeonseon from the Climate and Environment Department (Establishment of Dobong Green Purchasing Support Center), Lim Hyeyeon from the Planning and Budget Department (Dobong District Government Innovation Initiative), and Hong Junseok from Chang 1-dong (Addressing Resident Inconveniences through the District Advisory Group).


Oh Eunseok, Mayor of Dobong District, stated, “It is only natural that employees who identify key civil complaints closely related to residents' lives and achieve outstanding results should receive appropriate rewards. Going forward, we will continue to provide exceptional incentives to employees who implement proactive administrative policies to improve the quality of life for our residents.”
