Seoul to Supply 3,433 Moa Town and Moa Housing Units in Five Areas Including Banghwa-dong and Mia-dong

212 Units of Moa Housing to Be Supplied in Banghwa-dong by 2029
Plans Also Include Moa Housing in Mia-dong and Moa Town in Suyu-dong

A total of 3,433 units of Moa Housing will be supplied across five aging residential areas in Seoul, including Banghwa-dong in Gangseo-gu and Mia-dong in Gangbuk-gu.


On August 19, the Seoul Metropolitan Government announced that at the 12th Integrated Deliberation Subcommittee for Small-Scale Housing Maintenance, five projects, including "Moa Housing in the area of 247-71 Banghwa-dong, Gangseo-gu," had passed the review.


The five approved projects are as follows: Moa Housing in the area of 217-71 Banghwa-dong, Gangseo-gu; Moa Housing in the area of 767-51 Mia-dong, Gangbuk-gu; Moa Town in the area of 52-1 Suyu-dong, Gangbuk-gu; Moa Town in the area of 170 Bulgwang-dong, Eunpyeong-gu; and Moa Town in the area of 728-1 Mok 4-dong, Yangcheon-gu. Upon implementation, a total of 3,433 Moa Housing units, including 664 rental units, are expected to be supplied.


The street housing maintenance project in the area of 247-71 Banghwa-dong, Gangseo-gu, will provide 212 units, including 29 rental units, in five buildings with three basement floors and 14 above-ground floors by 2029. The current Moa Housing plan secured feasibility by applying the following: relaxation of building height limits within Type 2 General Residential Areas; easing of floor area ratio requirements due to the construction of rental housing making up 13.7% of all units; and relaxation of site clearance standards within the site.


Additionally, by utilizing the location near Sinbanghwa Station, neighborhood living facilities will be created on the northeast low-rise section. The plan also includes widening roads and utilizing site clearances to improve both vehicle flow and pedestrian safety.

The Moa Housing project in the area of 767-51 Mia-dong, Gangbuk-gu, will provide 262 units, including 27 rental units, in four buildings with two basement floors and 18 above-ground floors by 2030. In this area, the construction of rental housing for more than 10% of all households and the acquisition of Zero Energy Building certification enabled the easing of the floor area ratio (from 200% to 247.70%), improving the project from 153 to 262 multi-family housing units.


A 2-meter-wide pedestrian walkway will be created on roads that previously lacked separation between sidewalks and roadways, ensuring a safe route for students.


The Moa Town project near Suyu Elementary School in the area of 52-1 Suyu-dong, Gangbuk-gu, plans to supply a total of 754 units, including 134 rental units, through two Moa Housing sites. This area, characterized by aging buildings and narrow roads, has a poor residential environment, but the current plan aims to revitalize the region by improving the area around Suyu Elementary School and the nearby transit zone. The area of Saekdong Children's Park will also be expanded to enhance its park functions.


The Moa Town management plan includes maintaining existing street layouts, promoting Moa Housing projects on a block basis, and establishing guidelines for autonomous maintenance zones, aiming for gradual improvement of the residential environment in aging low-rise neighborhoods through phased Moa Housing projects.


The Moa Town in the area of 170 Bulgwang-dong, Eunpyeong-gu, will supply a total of 1,433 units, including 262 rental units, through three Moa Town sites. This area, which has a high concentration of old buildings and lacks basic infrastructure such as parking lots, will see the project move forward in earnest with the approval of the Moa Town management plan. With this designation, the number of housing units will increase by 638, from the current 795 to 1,433 units.


A public pedestrian passage will be created in connection with the nearby middle school and Bukhansan Dulle-gil, and new public open spaces will be established to provide leisure areas. In addition, the overall living environment is expected to improve significantly as the project is linked with the Bulkwang 1 Housing Reconstruction and Dokbawi Station Area projects.


The Moa Town in the area of 728-1 Mok 4-dong, Yangcheon-gu, will supply a total of 772 units, including 212 rental units. In this area, where 65.7% of buildings are old and infrastructure such as roads and parking lots is poor, the plan will widen existing narrow roads and designate building setback lines to ensure safe pedestrian walkways. Notably, the aging Mok 4-dong Community Center will be relocated, and a new public office building is planned. The plan also secures project feasibility by upgrading the zoning to Type 2 General Residential Area (up to 7 stories) and provides building guidelines for rental housing supplied through land donations.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "Five aging low-rise residential areas, including Suyu-dong in Gangbuk, are being transformed into pleasant residential complexes through Moa Town and Moa Housing projects. We will do our utmost to expedite project implementation, expand housing supply, and improve the quality of life for residents."
