A meeting of the Advisory Committee on the Operation of the Code of Conduct was held to discuss ways to improve the system and strengthen the integrity and ethics of local council members. The main agenda items included a report on the results of the review of the conflict-of-interest prevention system operation for the first half of 2025, a report on anti-corruption and integrity measures, and consultation on disciplinary standards for council members.


According to the Sejong City Council on the 18th, the review of the conflict-of-interest prevention system involved checking whether council members and staff had violated restrictions on entering private contracts or engaging in external activities related to their duties. The results confirmed that there were no violations. This has been evaluated as evidence that the council is thoroughly ensuring fair performance of its duties.


The anti-corruption and integrity measures reported next set a goal of raising the council’s comprehensive integrity level by two grades in 2025 compared to the previous year. To achieve this, the council will pursue 12 detailed tasks, including establishing a culture of integrity, strengthening capabilities, improving awareness, and blocking corruption factors.


In particular, the council plans to help citizens directly experience improvements in integrity through initiatives such as integrity campaigns, operating a Mutual Respect Day, and disclosing business promotion expenses and legislative activities.


The advisory committee also discussed disciplinary standards under the “Ordinance on the Code of Ethics and Code of Ethical Practice of the Sejong Special Self-Governing City Council.”


Suggestions were made to strengthen current standards, which mainly focus on warnings and public apologies, by clarifying accountability for violations such as failure to recuse oneself, use of budget for purposes other than intended, and abuse of authority.


Chairman Lim Chaeseong emphasized, “We aim to create an assembly that values integrity, based on new institutional mechanisms and a culture of ethical conduct.” He added, “We will actively reflect the advisory committee’s opinions to build a transparent council.” He further explained, “Going forward, we plan to take the lead in spreading a culture of integrity in legislative protocol and building a council trusted by citizens through regular reviews and system improvements.”
