Rapid Integrated Planning Finalized for 267-1 Hongje-dong Area
Pedestrian-Oriented Complex and Road Widening Planned
Rapid Integrated Planning Zones Expanded to 127 in Total
The area around 267-1 Hongje-dong, adjacent to Inwangsan Mountain, will be transformed into an apartment complex with up to 28 stories and 877 units through the Rapid Integrated Planning initiative.
The Seoul Metropolitan Government announced on August 17 that it has finalized the Rapid Integrated Planning for the area surrounding 267-1 Hongje-dong. The number of designated Rapid Integrated Planning zones has now expanded to a total of 127 districts.
The Hongje-dong 267-1 area has a high proportion of aging buildings, accounting for 88.2%, and 66% of the area consists of steep slopes with roads less than 4 meters wide, making pedestrian and vehicle access difficult. Additionally, 76.4% of the homes are semi-basement units, resulting in poor residential conditions.
In October 2022, Seodaemun District recommended this area as a candidate for redevelopment. However, progress stalled for a period due to divided opinions among residents. After ongoing discussions, the area was selected as a candidate for Rapid Integrated Planning in September 2023, which led to the full-scale launch of the redevelopment project.
The city established the Rapid Integrated Planning initiative for this area with the goal of creating a residential district where nature, the city, the local community, and residents coexist harmoniously.
Both the project's profitability and transportation infrastructure will be improved. Part of the existing Type 2 General Residential Zone will be upgraded to Type 3, and a business feasibility adjustment coefficient of 1.81 will be applied, resulting in a floor area ratio of 299.73%. The complex will include up to 28 stories (82 meters) and 877 units. The width of Seomuseo-gil will be expanded from the current 10-12 meters to 15 meters, and the road will be upgraded from two lanes to three, thereby improving traffic conditions.
The complex will be designed with a focus on pedestrian accessibility. A circular pedestrian circulation system will be established within the complex, and a multi-level underground parking lot utilizing elevation differences will be introduced to maximize both space efficiency and pedestrian convenience. Pedestrian pathways connecting to adjacent apartment complexes will also be secured, strengthening walkability between complexes.
The landscape plan is designed to harmonize with the scenery of Inwangsan Mountain. To maximize views of Inwangsan, a visual corridor of at least 15 meters in width will be secured, and a tiered layout that follows the natural terrain will create a dynamic skyline. Neighborhood living facilities will be placed along the main street to promote street-level vibrancy in daily life.
The city and Seodaemun District plan to swiftly proceed with procedures such as drafting the maintenance plan and undergoing review by the Urban Planning Committee, with the goal of designating the area as a maintenance zone in the second half of this year. Subsequently, integrated reviews and administrative support will be provided to ensure smooth progress of follow-up procedures, including approval for the establishment of the cooperative and project implementation.
Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "This Rapid Integrated Planning initiative for Hongje-dong will revitalize an area where redevelopment has been delayed for a long time and accelerate the supply of housing. We look forward to transforming the area into a residential space where nature, the city, and residents' daily lives are harmoniously integrated."
