Presidential Policy Planning Commission Finalizes National Agenda for Completing Administrative Capital and South Korea's Great Transformation

Presidential Policy Planning Commission Finalizes National Agenda for Completing Administrative Capital and South Korea's Great Transformation

On August 13, Sejong City expressed its welcome regarding the inclusion of the completion of the administrative capital as one of the key national agenda items announced by the Lee Jaemyung administration. The city also pledged to cooperate in implementing practical follow-up measures for the great transformation of South Korea.


This follows the announcement by the Presidential Commission on National Policy Planning, which held a public briefing at the State Guest House of the Blue House in Seoul and unveiled the draft of the Lee Jaemyung administration’s five-year national governance plan.


This draft plan consists of five major national goals-politics that unites the people, an innovation-driven economy that leads the world, balanced growth where everyone prospers, a society built on solid fundamentals, and diplomacy and security centered on national interests. It also includes 23 implementation strategies and 123 national agenda items.


In particular, among the regional pledges, Sejong City was highlighted as the starting point of South Korea’s great transformation by completing the administrative capital. Specific action items include the expedited construction of the National Assembly Sejong Building and the Presidential Office in Sejong.


Sejong City emphasized the significance of being the first among all regional pledges nationwide to specify the completion of the administrative capital as a means of initiating the great transformation of South Korea, interpreting this as confirmation of the new administration’s official commitment to achieving balanced national development.


Since the new administration has clearly stated its commitment to completing the administrative capital, Sejong City plans to cooperate with organizations such as the Local Era Committee to ensure that essential tasks for this project are reflected in comprehensive plans for balanced national growth.


The key essential tasks proposed by the city include: determining the construction and budget scale based on the full relocation of the National Assembly and the Presidential Office; and amending the Special Act on the Multifunctional Administrative City to enable the relocation of additional ministries such as the Ministry of Gender Equality and Family and the Ministry of Justice.


Other essential tasks include: relocating five presidential or national commissions, such as the National Human Rights Commission of Korea, which can be moved without legal amendments; and relocating public institutions related to Hangeul, such as the Hangeul Museum and the Sejong Institute Foundation, to strengthen the city’s identity as a center of Hangeul culture.


However, the city plans to urge that, during the finalization of the national agenda, a concrete roadmap be established for the relocation of the main National Assembly building and the Presidential Office, as these are currently subject to social consensus and lack detailed construction plans.


Meanwhile, the 123 draft national agenda items announced on this day are expected to be finalized after the government’s final review and a Cabinet meeting. The regional pledges for each city and province will be comprehensively supported by the Local Era Committee in cooperation with relevant ministries going forward.
