Recently, so-called "fixie bicycles," which have their braking systems removed, have been spreading among teenagers. In response, the police announced on August 17 that they will strengthen guidance and enforcement.

According to the National Police Agency, there have been ongoing complaints that bicycles without braking systems pose a danger to others and create obstacles to traffic. In Seoul, a middle school student died in an accident after being unable to brake while riding downhill on a side street.

Riders caught in violation are subject to summary trial. However, for minors under the age of 18, parents will be notified and a warning will be issued. If parents fail to take appropriate action despite repeated warnings, they may be punished for child neglect under the Child Welfare Act.

An official from the National Police Agency stated, "Fixie bicycles are extremely dangerous, which is why the police are conducting active enforcement." The official added, "To ensure the safety of teenagers, active cooperation from both parents and schools is necessary."
