Gyeonggi Province Issues Level 3 Emergency Response for Heavy Rain at 6 p.m. on August 13

On August 13, at 6:00 p.m., Gyeonggi Province urgently raised the Disaster and Safety Countermeasures Headquarters emergency response from Level 2 to Level 3. This is the second time this year that the response has been raised to Level 3, following the heavy rains that struck northern Gyeonggi, including Gapyeong County, on July 20.


The provincial government explained that it issued the Level 3 emergency response as up to 200mm of heavy rain had already fallen in northern Gyeonggi during the day, and an additional 150 to 200mm or more was expected to fall overnight.


Under the Level 3 emergency response, the head of the Natural Disaster Division of Gyeonggi Province will serve as the overall situation manager, and a total of 45 personnel will be mobilized for disaster response.


As of 5:00 p.m. on the same day, the main damage reports included one missing person in Singok-ri, Gimpo. All sections of the suburban railway line from Uijeongbu to Daegok Station were suspended due to flooding. In addition, a total of eight routes-three underpasses including the Singok Underpass in Uijeongbu and four roads including village roads in Yangju-were under control, affecting both roads and railways.

The provincial government provided guidance on the risks of camping sites, rivers, and landslides in areas experiencing heavy rainfall, such as Gimpo, Paju, and Goyang, and recommended evacuation to users in these areas.


Earlier in the day, Gyeonggi Province had issued the Level 1 emergency response at 4:00 a.m., then raised it to Level 2 at noon.


Governor Kim Dong-yeon visited the Disaster and Safety Situation Room at 9:30 a.m. to review the heavy rain response, stating, "In the northern region of Gyeonggi, recovery from last month's heavy rain damage is still underway. Please take proactive measures, such as issuing special warnings in advance, to prevent secondary damage due to weakened ground conditions."
