Hae Sik Lee, Head of the Political Administration Division of the National Planning Committee, made this statement during the National Planning Committee's Public Briefing Session held at the Blue House State Guest House that afternoon, adding, "We will reform both the prosecution and the police."

He stated, "We will complete prosecution reform by separating investigation and indictment through the establishment of the Serious Crimes Investigation Agency and the Prosecution Agency, and by normalizing legal administration through the de-prosecution of the Ministry of Justice." He added, "To ensure democratic oversight of the police, whose authority will be relatively strengthened, we will make the National Police Commission more effective, and after a pilot phase, fully implement the autonomous police system."

In addition, he said, "To revitalize regions facing population decline, we will expand the Local Extinction Response Fund and pilot the creation of compact cities centered on living zones."
