It has now become even more difficult to find "new apartments" in regional real estate markets.


According to the Ministry of Land, Infrastructure and Transport, as of the cumulative total for the first half of this year, the number of housing units in regional areas stood at 64,497 for permits, 37,516 for construction starts, 26,979 for pre-sales, and 104,567 for completions. Compared to the same period last year, these figures represent declines of 28% in permits, 32.8% in construction starts, 56.7% in pre-sales, and 17.7% in completions, respectively.


There are various reasons for the shortage of "new apartments" in regional areas. One of the main causes is that housing supply policies have been concentrated in the Seoul metropolitan area, leading to a contraction in supply in regional markets. In addition, the construction cost index-which reflects price changes in apartment construction materials, labor, and equipment and is used to forecast housing construction price fluctuations-has risen by over 30% compared to 2020. This has increased the burden on suppliers (builders and developers) and contributed to the decrease in supply.


When the supply of new apartments decreases, buyers have fewer options and are pushed toward existing apartments, which naturally increases upward pressure on housing prices. Although the initial pre-sale prices of new apartments are set at a certain level, if the aforementioned construction cost index continues to rise, the prices of apartments offered in future pre-sales are likely to be even higher.


In this situation, where the supply of new apartments in regional areas is declining, targeting apartment complexes that are just about to be offered for pre-sale presents a good opportunity for buyers to secure their scarcity value. Especially when considering the potential for future price increases, newly supplied apartments now may offer relatively strong price competitiveness. Therefore, "new apartments" in regional areas are expected to become not just residential spaces, but also strategic choices that take future value into account.


■ Actively Consider Apartments with Rare Large-Scale Units

Coincidentally, notable new apartment supply is continuing in Chuncheon, Gangwon Province. Over the past 10 years, from July 2015 to June 2025, only 77 large-scale units (with exclusive areas exceeding 135 square meters) have been supplied in Chuncheon. However, in August, a new apartment complex including large-scale units will be available for pre-sale.


HDC Hyundai Development Company plans to offer "Chuncheon Lake City Phase 2 IPARK" in August, located in Samcheon-dong, Chuncheon. This project, situated adjacent to the Phase 1 complex, will consist of three buildings, each with four basement levels and 29 above-ground floors, offering a total of 218 units with exclusive areas of 84 and 144 square meters.


"Chuncheon Lake City Phase 2 IPARK" is close to Gongjicheon and Uiam Lake, which are both symbols of Chuncheon and popular urban leisure spots, allowing some residents to enjoy scenic views. Residents will also be able to use nearby walking trails, parks, and sports facilities, enabling them to enjoy both leisure and relaxation close to home. In addition to waterfront views, lower-floor units will benefit from premium landscaping.


Given the excellent location, it is an ideal choice for those considering actual residence. "Chuncheon Lake City Phase 2 IPARK" is situated in an area that offers a one-stop lifestyle within Chuncheon.

Multi-homeowners and household members can also apply for first-priority subscriptions, and there are no restrictions on winning multiple times. If buyers pay a 10% down payment (10% of the total supply price), they can also resell their pre-sale rights.
