Practical Training for Department and Local Staff on Support Guidance
Jinju City in South Gyeongsang Province has been making every effort to support recovery following the government's designation of the area as a special disaster zone due to recent heavy rainfall damage. To ensure a swift and systematic recovery, the city has produced and distributed a 'Comprehensive Guide to Heavy Rain Damage Support Measures' and is conducting practical training sessions for staff responsible for support guidance.
This guide provides detailed information on a total of 37 specific support items for heavy rain victims, covering not only direct support such as disaster relief funds, aid for displaced residents, livelihood stabilization, educational assistance, and support for small business owners, but also indirect support. Indirect support includes deferment of national and local tax payments, exemption from national pension insurance contributions, discounts on water and sewage fees, disaster recovery loans, agricultural machinery repair support, and legal and psychological counseling.
In particular, the guide also includes additional living stabilization measures that have been introduced following the special disaster zone declaration, such as discounts on electricity, telecommunications, and heating bills, exemption from TV license fees, and various fee reductions. All available support measures that citizens can benefit from during the recovery process can be found on the Jinju City website.
On August 11, Jinju City also provided practical training for staff from 17 departments and 30 towns and districts, covering topics such as damage reporting, issuance of damage confirmation documents, and methods for responding to civil complaints related to the support guidance.
The training content included not only the criteria and procedures for disaster relief fund payments, but also provided detailed information on the departments responsible for each indirect support item, application procedures, and required documentation. This enables public officials to respond promptly to inquiries from heavy rain victims in the field and to quickly connect them with the necessary support.
Mayor Cho Kyu-il stated, "Following the designation as a special disaster zone, Jinju City is mobilizing all administrative resources for rapid recovery and support for affected residents," adding, "All departments will work closely together to help citizens return to their daily lives as soon as possible."
