Ahead of US-Russia Summit, Europe and Ukraine Fear Being Sidelined

As the summit between U.S. President Donald Trump and Russian President Vladimir Putin approaches, concerns are being raised that the European Union (EU) and Ukraine could be sidelined in the peace process.


On the night of August 9 (local time), the leaders of the United Kingdom, France, Germany, Italy, Poland, Finland, and the European Commission issued a joint statement, declaring, "A diplomatic solution must protect the essential security interests of Ukraine and Europe," and adding, "The path to peace in Ukraine cannot be decided without Ukraine. We remain committed to the principle that international borders must not be changed by force."

This joint statement was released just one day after President Trump publicly mentioned that a "territorial exchange" could be part of a ceasefire agreement between Russia and Ukraine. Ukrainian President Volodymyr Zelensky also immediately rejected the idea in a video address, stating, "Ukrainians will not give their land to the occupiers."


This European response is effectively interpreted as a public show of support for President Zelensky's position. Europe is also openly expressing discomfort about President Trump holding a one-on-one summit with President Putin. French President Emmanuel Macron pointed out on social media that "since the security of Europe is at stake, Europe must also be part of the solution."


In particular, given President Trump's tendencies, there is growing concern that he could reach an agreement on a ceasefire or peace terms with President Putin without consulting Europe or Ukraine. In this scenario, Ukraine, as a directly involved party, and neighboring European countries would be effectively sidelined in the peace process.


According to The Wall Street Journal (WSJ), before the joint statement was issued, European and Ukrainian officials attended an emergency meeting hosted by the United Kingdom and conveyed to U.S. Vice President JD Vance the position that Europe must be involved in any solution discussions.
