According to the Associated Press, the Israeli security cabinet reached this decision during a meeting that continued from the previous day. After the meeting concluded, the office of Prime Minister Benjamin Netanyahu announced that the cabinet had approved the occupation plan.

This decision by the Israeli security cabinet came immediately after Prime Minister Netanyahu officially expressed his intention to take control of the entire Gaza Strip the previous day. The details of the plan have not yet been disclosed.

In an interview with the American conservative media outlet Fox News the previous day, Prime Minister Netanyahu was asked whether Israel intended to take control of the entire Gaza Strip. He responded, "We are willing to do so." He emphasized, "We want to free ourselves from the horrific terror of Hamas and to liberate the residents of Gaza."

Experts predict that the Israeli military will attempt to relocate civilians living in Gaza City to other areas within the Gaza Strip and will work over several weeks to establish infrastructure for aid distribution, new living spaces, and medical services.
