Reconstruction Plan Finalized for Sinwol Siyoung Apartment
Just Two Years After Integrated Planning Application
Yangcheon District in Seoul (District Mayor Lee Kijae) announced on August 8 that the designation of the Sinwol Siyoung Apartment reconstruction and maintenance zone, the largest in the Sinwol-dong area, was officially finalized on August 7, paving the way for a full-scale reconstruction project involving 3,149 households.
Completed in 1988, Sinwol Siyoung Apartment has faced an urgent need for improvements to its aging residential environment after 37 years. The complex passed a safety inspection in January 2023 and began the expedited integrated planning process in July of the same year, finalizing its maintenance plan in about two years.
According to the plan, the complex will be transformed from its current 12-story, 2,256-unit structure into a development with up to 21 stories and 3,149 units, applying a floor area ratio of 249.98%. The project will create a pedestrian-friendly forest-side community by establishing green corridors, parks, roads, and parking lots that incorporate the surrounding natural environment.
To achieve this, Sinwol Neighborhood Park, currently located in the center of the complex, will be relocated to the north. A total of 2.3 kilometers of park walkways will be completed, connecting Jiyangsan Park, Hanul Park, Doseo Park, and Osolgil Park. Open pedestrian passages and urban view corridors will also be established.
Within the complex, safe public pedestrian routes, school access paths, childcare facilities for residents, and senior community spaces will be provided as public amenities. A distinctive skyline will be created to serve as a local landmark. The district plans to actively support the designation of project implementers and integrated reviews to ensure the smooth progress of the reconstruction process.
Meanwhile, the pace of reconstruction is accelerating as Mokdong Apartment complexes are also being designated as maintenance zones one after another. On August 7, Mokdong Complex 4 was officially designated as a maintenance zone. Including Mokdong Complex 6, which has completed the establishment of its association, a total of eight complexes have finalized their maintenance plans. The district aims to complete the designation of all 14 Mokdong complexes as maintenance zones within the year.
Lee Kijae, Mayor of Yangcheon District, stated, "Sinwol Siyoung Apartment will be reborn as a nature-friendly park complex representing the area," and added, "We will spare no administrative support to ensure that the long-awaited reconstruction is carried out swiftly, leading to stable housing supply and improvements to the aging residential environment."
