Cooperation for Talent Development through AI Joint Projects,
Master's and Doctoral Programs, and Internships
The AI Grand ICT Research Center at Dong-Eui University (Director Jeong Seokchan) signed a tripartite memorandum of understanding for international cooperation in the field of artificial intelligence with Busan City and IVADO, an AI research institute based in Montreal, Canada, on July 29, 2025, in Montreal, Canada.

The signing ceremony was attended by Jeong Seokchan, Director of the AI Grand ICT Research Center at Dong-Eui University; Jung Nayoung, Director of the Future Technology Strategy Bureau of Busan City; Jung Jingun, Director of the AI Software Division; Luc Binet, CEO of IVADO; Louis Boss?, Acting Vice CEO; Dr. Foutse Khomh; Pierre Dumouchel, Director; and Martine Biron, Minister of International Relations of Quebec, Canada.
Under this tripartite agreement, the AI Grand ICT Research Center at Dong-Eui University and Busan City will collaborate over the next five years in various fields, including joint research, educational programs, industry-academic cooperation, and global networking, leveraging IVADO's advanced AI technologies and research capabilities as a global hub for AI research.
In particular, the parties plan to identify joint projects that integrate IVADO's advanced AI technologies into Busan's strategic industries such as maritime, logistics, and manufacturing. They also intend to jointly operate AI master's and doctoral degree programs and to develop global internship programs.
Additionally, the collaboration aims to lay the groundwork for entering the global market by facilitating technology matching with local companies in Busan and by hosting joint workshops and international conferences.
IVADO is a world-class AI and data science research institute jointly operated by Universit? de Montr?al, Polytechnique Montr?al, and HEC Montr?al. It leads a cooperative network that includes more than 150 companies and institutions and over 1,200 researchers from academia and industry.
Jeong Seokchan, Director of the AI Grand ICT Research Center at Dong-Eui University, stated, "This agreement will serve as an opportunity to connect Busan's industrial infrastructure with IVADO's world-class research capabilities. We will actively promote joint research and talent exchange to drive industrial innovation and support local companies in expanding globally."
Jung Nayoung, Director of the Future Technology Strategy Bureau of Busan City, said, "IVADO is a representative model of a global AI organization where academia, industry, and government collaborate organically. Busan will also strengthen connections among local governments, industry, and academia and expand practical exchanges with the North American market to become a global AI hub city."
The AI Grand ICT Research Center is being operated with support from the Ministry of Science and ICT and the Institute for Information & Communications Technology Planning & Evaluation (IITP) as part of the 'Regional Intelligence Innovation Talent Development Project.'
