Kim Hakgyun Stresses Duty of Public Officials to Protect Citizens' Lives and Property

Emphasizing Emergency Response System for Climate Change at Executive Meeting on the 5th
Lee Yongil, Director of Planning and Coordination, Stresses "Selection and Concentration" Due to Difficult Financial Situation

"Recently, climate change has led to extreme conditions such as heat waves and heavy rainfall. Our public officials have a duty to maintain a thorough emergency response system to prevent any loss of life or property among citizens. The emergency response system must be managed proactively and flexibly."


Kim Hakgyun, the Deputy Mayor for Administrative Affairs of Sejong City, emphasized this point during an executive meeting on August 5.


He reiterated, "This year as well, due to the effects of climate change, heat waves and heavy rainfall will continue to occur. Although the ongoing emergency duty has caused fatigue among staff members, we must not let our guard down in order to protect our citizens."


In particular, he reminded directors of departments and bureaus at the main office, as well as heads of towns, townships, and neighborhoods, that while they should allow flexible breaks for employees within their discretionary authority, the protection of citizens' lives and property must always be the top priority.

Furthermore, he stressed the importance of actively utilizing the information resources, such as cloud systems, that the city already possesses when designing systems needed for various policy projects. He pointed out that if working-level departments directly handle and design project systems, efficiency is greatly reduced, so the information technology department must thoroughly verify data and resources to significantly reduce system development costs.


He also highlighted the need for sharing work between departments and bureaus, noting that the city's development can be achieved through the process of sharing innovative ideas and projects from departments, bureaus, and affiliated organizations, whether through executive meetings or other forums.


After Deputy Mayor Kim's remarks, Lee Yongil, Director of Planning and Coordination, emphasized, "The current financial situation of the city is not easy. We must actively engage in business restructuring, such as the policy sunset system, from the perspective of selection and concentration."
