On August 5 at 2:00 p.m., Seongnam City, Gyeonggi Province (Mayor: Shin Sang-jin) held an informational session on the designation renewal system for representatives of 364 long-term care institutions in the region at Onnuri Hall on the first floor of City Hall.
Seongnam City held a briefing session on the designation renewal system on the 5th at 2 p.m. at Onnuri on the first floor of City Hall for representatives of 364 long-term care institutions in the region. Provided by Seongnam City
This session was organized to provide guidance to sixth-year long-term care institutions, which are facing their first renewal review under the revised Long-Term Care Insurance Act for the Elderly, which came into effect on December 12, 2019.
The designation renewal system sets the validity period for long-term care institution designations at six years, and requires local governments to re-evaluate operational eligibility before the expiration of this period.
Of the long-term care institutions in Seongnam that were designated before the revised law took effect, 207 institutions (57% of the total 364) must apply for review (from July 28 to September 12), and only those that pass the renewal review (from September 15 to December 11) will be allowed to continue operating.
During the renewal review, Seongnam City will examine each institution's facilities, staffing arrangements, ability and plans to provide care services, the extent to which grievances of beneficiaries (elderly users) are addressed, disaster safety of the facilities, and history of administrative dispositions. This will be done through document reviews, interviews with facility directors, and on-site inspections, after which a determination of eligibility or ineligibility will be made.
If an institution is deemed ineligible in the review, the city will arrange for elderly users and their guardians to use other institutions. If the institution does not wish to continue operating, it will be required to go through closure procedures.
At the session, the city provided guidance on these matters to long-term care institution representatives and held a Q&A session to offer review preparation strategies tailored to each institution's circumstances.
A Seongnam City official stated, "The designation renewal system is designed to improve the quality of care services for the elderly and verify the accountability of long-term care institutions," adding, "Through the operation of this system, we aim to create a care environment that earns the trust of both the elderly and their families."
