Goseong County, in preparation for the heavy rain that continued for two days on August 3 and 4 following July 19, preemptively issued Emergency Level 1 at 7:00 p.m. on August 3 and instructed county office and township staff to be on emergency duty. Governor Lee communicated in real time with senior officials and focused on on-site response by directly monitoring the heavy rain situation.


In particular, authorities carried out preemptive evacuation for 18 people from 12 households in areas at risk of flooding, campgrounds, camping sites, and areas vulnerable to landslides where there was concern for human casualties. They also began preparing preventive measures to minimize future damage.


Governor Lee encouraged staff who were on emergency duty even during the weekend, emphasizing an on-site response by stating, "The lives and safety of county residents are the top priority."


Governor Lee repeatedly urged, "Since unexpected situations can occur due to the heavy rainfall, we must maintain a close response system to protect the safety of county residents."
