Ministry of Land, Infrastructure and Transport Announces 2025 Construction Capability Evaluation
DL E&C and GS E&C Rise to 4th and 5th Place, Respectively
Hyundai Engineering & Construction Tops Apartment Sector, Samsung E&A Leads Industrial Facilities
In the results of the 2025 construction company construction capability evaluation, Samsung C&T has firmly maintained its position as number one for the 12th consecutive year. Hyundai Engineering & Construction and Daewoo E&C followed, retaining second and third place, respectively, continuing the stable structure at the top tier.
The Ministry of Land, Infrastructure and Transport announced on July 31 the results of the "2025 Construction Capability Evaluation," which was conducted for 73,657 construction companies nationwide. The construction capability evaluation is a system that comprehensively assesses a construction company's construction performance, financial condition, technical capability, and reputation. It serves as a major criterion for selecting appropriate companies for public and private construction projects.
According to this year's evaluation of civil engineering and building construction companies, Samsung C&T ranked first for the 12th consecutive year since 2014, with an evaluation amount of 34.7219 trillion won. Hyundai Engineering & Construction ranked second with 17.2485 trillion won, and Daewoo E&C was third with 11.8969 trillion won. The rankings for the top three companies remained the same as last year.
There were changes in the rankings below third place. DL E&C rose from fifth to fourth place with 11.2183 trillion won. GS E&C also moved up one spot from sixth to fifth place with 10.9454 trillion won. On the other hand, Hyundai Engineering, which was fourth last year, dropped two spots to sixth place with 10.1417 trillion won.
From seventh to tenth place, the rankings remained unchanged. POSCO E&C (9.8973 trillion won, 7th), Lotte E&C (7.4021 trillion won, 8th), SK Ecoplant (6.8493 trillion won, 9th), and HDC Hyundai Development Company (5.8738 trillion won, 10th) maintained their positions. Within the top 20, Taeyoung Construction (19th) and KCC Construction (20th) each climbed five spots, drawing attention.
In the mid-tier rankings, changes were particularly noticeable. Hyosung Heavy Industries made a remarkable leap, rising 12 places from 39th last year to 27th this year, with an evaluation amount of 1.7852 trillion won. In contrast, Jungheung Construction, which was 16th last year, fell 26 places to 42nd. Additionally, Samsung E&A (46th to 36th) climbed 10 places, and Doosan Construction (32nd to 25th) rose 7 places, improving their rankings.
Looking at the main construction sectors, Hyundai Engineering & Construction recorded the highest performance in apartment construction with 6.3 trillion won, followed by GS E&C (6.1 trillion won) and Daewoo E&C (5 trillion won). In the industrial and environmental facilities sector, Samsung E&A overwhelmingly took first place with 13.3 trillion won.
The results of this construction capability evaluation will be applied starting from August 1. They will be used for restrictions on bidder qualifications, selection of construction companies, credit evaluation, and guarantee screening when placing construction orders. Detailed information on individual companies can be found on the websites of construction-related associations by sector from 11:00 a.m. on July 31.
