Yeoju City Announces Proposed Changes to Urban Management Plan Including Released Farmland Promotion Areas

Yeoju City to Change Zoning for 900,000 Square Meters
Public Opinions on Urban Management Plan Draft Accepted Until August 18

Yeoju City, Gyeonggi Province, announced that from July 31 to August 18, it will be gathering public opinions on the proposed decision (and changes) to the urban management plan (zoning) for areas outside the urban district.

The total area subject to this zoning decision (and change) is 908,887.3 square meters. Specifically, 28,236 square meters will be changed from production management area to planning management area; 99,179.8 square meters from conservation management area to planning management area; 21,543.7 square meters from conservation management area to production management area; 86,559.1 square meters from agricultural and forestry area to planning management area; 372,907.6 square meters from agricultural and forestry area to production management area; and 300,461.1 square meters from agricultural and forestry area to conservation management area. In total, this affects 135 blocks.

This initiative is part of the mayor’s 8th term pledge to “promote the relaxation of zoning regulations to enable swift urban development.” The area includes 42.0 hectares of farmland promotion area that was released on June 12, 2025. It also partially addresses complaints from residents who experienced inconvenience due to unreasonable zoning, as well as areas released from conservation mountain land.

After collecting residents’ opinions, Yeoju City plans to proceed with administrative procedures, including consultations with relevant agencies, gathering opinions from the city council, and seeking advice from the Urban Planning Committee. The city will then submit the application for the urban management plan decision (and change) to Gyeonggi Province (the final decision rests with the Governor of Gyeonggi Province). Please note that this draft is not the final version and may be revised during the administrative process.

Yeoju City began a comprehensive service in 2023 to identify and change the zoning of unreasonably designated farmland promotion areas and conservation mountain lands within the city. The city is accelerating efforts to change zoning to enable rapid urban development, as pledged in the mayor’s 8th term commitments.

Citizens who wish to review the draft of the urban management plan decision (and change) can visit the Urban Planning Division at Yeoju City Hall to view the relevant documents. If they have any opinions, they may submit them in writing during the public inspection period.
