Pledges to Build a Global Regulatory Cooperation Network
The discussion took place on June 30 at Cosmax's Pangyo headquarters in Seongnam, Gyeonggi Province. Officials from the Ministry of Food and Drug Safety, including Shin Junsu, Director of the Biopharmaceuticals and Herbal Medicines Bureau, toured Cosmax's R&I (Research & Innovation) Center, which is the largest research facility among domestic cosmetics manufacturers. They examined the core technologies driving K-beauty.

The main focus of the meeting was Cosmax's advanced cases of cosmetics manufacturing and development utilizing AI. Cosmax has been concentrating on AI development to meet increasing global demand. In 2021, the company established the CAI (Cosmax AI) Lab and has since promoted digital transformation (DX) and AI initiatives. Cosmax currently operates a "Smart Color Matching AI System" that adjusts the color of makeup products from the raw material stage, targeting the multi-ethnic makeup markets worldwide.
Additionally, to target the global personalized cosmetics market, Cosmax is advancing its AI-based automated prescription system and a robot-based small-batch, multi-variety production system. To this end, Cosmax acquired the beauty tech startup Artlab last year. Artlab possesses various AI technologies, including "mobile-based skin analysis AI technology" and an "AI chatbot for cosmetics consultation based on dermatological knowledge."
On the same day, Cosmax and the Ministry of Food and Drug Safety also discussed strategies for responding to domestic and international regulations to expand K-beauty exports. Cosmax shared its perspectives on regulatory changes needed to swiftly respond to the rapidly evolving global cosmetics market. The Ministry of Food and Drug Safety also pledged to build a cooperative network by expanding exchanges with overseas authorities.
A Cosmax representative stated, "Going forward, we plan to contribute to the globalization of K-beauty through an all-around system that supports our clients from product development to production, quality, and regulatory compliance, by integrating AI into cosmetics formulation and production technologies and connecting them to robotic automated production."
Director Shin Junsu emphasized, "The reason Korea has grown into a global powerhouse in cosmetics exports is the organic collaboration between manufacturers like Cosmax and innovative, creative responsible sellers. The Ministry of Food and Drug Safety will continue to do its utmost to support the K-beauty industry by building infrastructure and improving laws and systems to ensure that nothing hinders exports."
