Economic and Psychological Damage Spreads Among Local Residents
Establishing a Cooperative System Between Administration and Council Is Essential to Prevent Further Harm
Kang Jaehong, a member of the Hwasun County Council, has stated that thorough administrative monitoring is necessary to minimize damage from regional housing cooperative projects.
On July 30, during a five-minute speech at the 9th plenary session of the 275th extraordinary meeting, Kang said, "The regional housing cooperative system was introduced in 1980 with the aim of helping low-income citizens without homes to form cooperatives and directly promote apartment construction, thereby reducing developers' profits and making home ownership more affordable." He pointed out, "In Hwasun County as well, several regional housing cooperative projects have been promoted in recent years. However, due to legal and institutional loopholes, many cooperative members have suffered economic and psychological damage."
Kang noted, "According to a survey by the Ministry of Land, Infrastructure and Transport, about 30% of the approximately 600 cooperatives nationwide have experienced various types of disputes. Similar cases have continuously occurred in Hwasun County as well," and added, "Problems such as 'internal management corruption and conflicts within cooperatives,' 'disputes over additional contributions and cost burdens,' and 'project delays and suspensions' have emerged."
He went on to say, "Hwasun County must address these issues through various measures such as 'strengthening administrative monitoring throughout all stages of cooperative projects,' 'expanding preventive publicity and information provision for residents,' and 'establishing a cooperative system among the council, the executive branch, and cooperative members.'" He emphasized, "For the residential stability of the residents, the executive branch and the council must work together to respond."
