Bucheon City Introduces Political Party Banner Management System for Swift Removal of Illegal Banners

Bucheon City in Gyeonggi Province announced on the 30th that it has introduced and is currently piloting the "Political Party Banner Management System." This system digitizes the management of political party banners, allowing real-time monitoring of banner postings and maintenance status, which were previously managed manually.


According to the Outdoor Advertisement Act and its Enforcement Decree, political party banners can be installed for no more than 15 days and are limited to two banners per administrative district. However, in practice, it has been difficult to quickly identify the number and locations of banners installed throughout the region, as well as to determine whether they violate regulations, which has limited effective maintenance.


In response, the city benchmarked Gangnam-gu Office in Seoul, which had already implemented the system, and built its own system using the same platform with a modest budget.

The Political Party Banner Management System operates based on a four-step procedure: on-site verification, data entry, legality check, and maintenance implementation. District offices enter and manage information about the banners, while the city office oversees the process comprehensively. Notably, the system includes a map-based feature that allows real-time monitoring of banner postings by administrative district and by political party.


A Bucheon City official stated, "Through the Political Party Banner Management System, we will be able to systematically manage banners that violate regulations and carry out prompt maintenance," adding, "We will continue to strive to improve the city's appearance in ways citizens can feel, as well as enhance administrative efficiency and our responsiveness to civil complaints."
