According to CNN on July 28 (local time), the city of Les Sables-d'Olonne, a resort located in the Vendee region on France's Atlantic coast, will impose fines of up to 150 euros (240,000 won) on those who walk around in swimsuits or topless outside of beach areas.

Mayor Yannick Moreau stated on Facebook on the 22nd, "Walking around half-naked is inappropriate behavior," and emphasized, "In Les Sables-d'Olonne, it is forbidden to walk around topless or in swimsuits. Please pay attention to how you dress."

He added, "This is to respect local residents and to maintain basic public hygiene in markets, shops, and streets," and continued, "We cherish the living environment here, and I have asked the city police to strictly enforce this rule." He also said, "Les Sables-d'Olonne has an 11-kilometer-long beach. If you want to show off your abs and swimsuits, do it there."

The poster shared by Mayor Moreau included the phrase, "In Les Sables-d'Olonne, 'respect' does not take a vacation."

Local residents are responding positively to this measure. One user commented, "Thank you, Mayor," adding, "It was truly unbearable to see people walking around exposed." Another user said, "My parents are shop owners, and they often have to ask customers to put on clothes."

Stricter 'Street Exposure' Regulations Across Europe

Cities across France are introducing measures to regulate revealing attire. Arcachon, a popular resort on the western coast, imposes the same fine as Les Sables-d'Olonne for wearing overly revealing clothing in the city center. La Grande-Motte in the south also bans wearing swimsuits in all areas except beaches and coastal promenades.

Other European countries are also regulating excessively revealing clothing. Since 2023, the city of Malaga in Spain has been imposing fines of up to 750 euros (about 1,210,000 won) on those who walk around in underwear or naked in streets or public places.
