Kim Daehyun Daegu City Council Member Criticizes Seodaegu Sewage Treatment Plant Underground Project as a Half-Measure

Pointed Out Through Written Administrative Inquiry
"Waste of Taxpayers' Money Due to Redundant Construction"

Kim Daehyun, a member of the Daegu Metropolitan Council (People Power Party, Seogu District 1), strongly criticized the downsizing of the Seodaegu Sewage Treatment Plant underground project from the originally planned integrated underground development to what he called a "half-measure undergrounding" through a written administrative inquiry on the 29th, and demanded alternatives.


Kim stated, "After passing the private investment feasibility review in 2020 and designating a negotiating party in 2022, the project's direction was suddenly changed following the launch of the 9th popularly elected administration." He pointed out that "because Daegu City decided to underground only the sewage facility and excluded the dyeing industrial complex wastewater treatment facility from the undergrounding plan, all administrative procedures now have to be restarted from the beginning."

He also criticized, "If only the sewage treatment plant is undergrounded now and the wastewater facility is undergrounded separately in the future, the total cost will inevitably increase," and added, "A policy that claims to reduce the budget will actually result in a waste of taxpayers' money due to redundant construction."


Furthermore, Kim Daehyun demanded a clear stance and alternatives from Daegu City through detailed questions regarding the implementation schedule and step-by-step procedures for the sewage treatment plant-only underground project, a comparison of the budget and facility scale between the current sewage treatment plant-only project and the original integrated underground project, and an estimate of the additional budget required if the wastewater facility is undergrounded separately in the future.


Kim emphasized, "Even considering the need to resolve residents' complaints about odors and the connection with the urban railway circular line plan, undergrounding the wastewater facility is essential." He urged, "To restore policy trust and enhance the completeness of long-term urban planning, a feasibility study for the additional undergrounding of the wastewater facility should be carried out as soon as possible."
