South Chungcheong Provincial Council Enacts Nation's First Ordinance on Evacuation Guidance in Multi-use Facilities

The South Chungcheong Provincial Council has established the nation's first legal framework to more systematically support evacuation guidance in multi-use facilities during disaster situations.


On July 29, at the 2nd plenary session of the 360th extraordinary meeting, the South Chungcheong Provincial Council passed the "Ordinance on the Installation and Distribution of Evacuation Guidance Information in Multi-use Facilities of South Chungcheong Province," which was proposed by Council Member Yoon Heeshin (Taean 1, People Power Party).


This ordinance aims to reduce casualties and property damage by facilitating quick and safe evacuation during disasters such as fires or earthquakes. Its core is the establishment of a customized evacuation system that includes multilingual guidance for foreigners, who make up 7.0% of the province's population, as well as for vulnerable groups such as children, the elderly, and people with disabilities.


The main contents of the ordinance include: ▲ Establishing and implementing a basic plan for the installation and distribution of evacuation guidance information ▲ Providing support for installation costs ▲ Offering customized information for vulnerable groups, such as Braille, voice, and multilingual guidance ▲ Providing safety education and training ▲ Conducting education and training focused on vulnerable facilities, such as nursing homes and medical institutions.


Council Member Yoon stated, "Disasters in multi-use facilities can quickly escalate into major catastrophes," and explained, "This ordinance goes beyond simply installing evacuation guidance facilities; it is meant to guarantee the right to safety for all residents."


He further emphasized, "In particular, by providing guidance information for those who are more vulnerable in disaster situations, such as the elderly, people with disabilities, and foreigners, we can establish a South Chungcheong-style safety network with no blind spots."


With the enactment of this ordinance, the safety management level of multi-use facilities in South Chungcheong Province is expected to be further strengthened, allowing both residents and visitors to live in a safer environment.
