According to Yangpyeong County on July 28, the county has begun full-scale operation of "Smart Yangpyeong Toktok," a KakaoTalk-based integrated civil service platform?the first of its kind among local governments nationwide?bringing tangible changes to the daily lives of residents.


Yangpyeong County has long faced issues such as an information gap and unequal access to administrative services due to deepening population aging and insufficient transportation infrastructure relative to its large area, which has resulted in low accessibility to administrative agencies. In response, the county has developed a digital transformation (DX)-based local administration platform tailored to local conditions, raising both the quantity and quality of administrative services. This has made Yangpyeong a national model for smart digital administration.


The county successfully established and operates the KakaoTalk-based integrated administrative service platform "Smart Yangpyeong Toktok," earning the Presidential Award for Excellence in Information and Communication at the 29th Local Government ICT Best Practices Awards last year. This achievement has brought external recognition to Yangpyeong’s digital administration policies.


Upon the launch of the 8th popularly elected administration, Yangpyeong County Governor Jeon Jinseon proposed a communication-oriented civil service platform as one of his campaign pledges. With the goal of building a "local innovation digital platform that satisfies residents in every corner of daily life," and under the motto "Convenient daily life for residents!", the nation’s first AI data-based, local government-type smart civil service administration platform, "Smart Yangpyeong Toktok," was created.


This platform was planned in 2022 to streamline administrative tasks and maximize resident convenience. In 2023, joint development began with DK Techin Co., Ltd., a Kakao IT solutions subsidiary. The county prioritized service areas with high resident demand and reflected these in the platform’s design. By integrating advanced IT technologies such as AI, IoT, cloud, and big data with KakaoTalk?an open-source software with high usage rates?Yangpyeong built a sophisticated administrative service platform.

"Smart Yangpyeong Toktok" is the nation’s first integrated local administration service platform based on digital technology and a resident-customized digital platform. It signifies not only the digital transformation of local administration but also a shift toward personalized administrative services in residents’ daily lives and the foundation for smart urbanization.


The platform increases accessibility by allowing anyone to use it easily, anytime and anywhere, via the familiar KakaoTalk app without requiring separate installation or complex registration, helping to bridge information gaps. It also raises resident satisfaction by proactively providing necessary information without the need for in-person visits.


Currently, administrative services such as reporting bulky waste disposal, reserving pay-as-you-throw garbage bags, booking and paying for public facilities and programs, and issuing electronic certificates can all be conveniently accessed through a single channel. In addition, 24-hour AI chatbot consultations provide information and guidance on county administration and civil services, greatly enhancing resident convenience and administrative accessibility.


From the perspective of public officials, the work management system enables efficient management of assigned tasks using AI and data. For example, by attaching IoT sensors to garbage trucks to collect driving and cleaning data, and automating repetitive civil complaint tasks with AI, the workload for public officials is reduced. Manual or Excel-based tasks are automated, improving both productivity and efficiency.


As of June 2025, 34,110 residents?equivalent to 25% of the county’s population?have joined the "Smart Yangpyeong Toktok" channel, steadily expanding its reach. The integrated reservation system for park golf courses has achieved a 100% facility reservation rate, increasing operational efficiency. The platform also shows high utilization, with about 6 million chatbot messages, 6,160 bulky waste reports, and 1,278 pay-as-you-throw bag purchases. It is also used for reserving sports facilities such as sports centers and tennis courts, further improving resident convenience.

In particular, the bulky waste disposal reporting service generates 830 million won in annual social benefits, and the promotional content management system saves over 50 million won in annual budget, demonstrating significant economic effects. By reducing unnecessary paperwork through paperless digital administration, the county also contributes to carbon neutrality. The platform operates 24/7 year-round without interruption, ensuring security and stability. Yangpyeong County plans to continue expanding the "convenient for residents, efficient for officials" local government platform model through ongoing annual monitoring.


In addition, Yangpyeong County has been introducing and expanding the next-generation village broadcasting platform "Ondongne" since January 2025, enabling smart and convenient communication without time or location constraints. This is expected to overcome the limitations of aging village broadcasting systems and improve disaster response by enabling rapid and accurate information dissemination, thereby enhancing resident safety.


"Ondongne" is the nation’s first next-generation intelligent village broadcasting platform operated via KakaoTalk. Without requiring a separate app, it delivers voice recordings or converts text to speech via the KakaoTalk channel. For elderly residents who do not use KakaoTalk, it also offers phone call and SMS reception functions, ensuring all residents can conveniently receive village news.


Currently, the service has been introduced in 93 out of the county’s 280 villages, with 2,603 members. The county plans to expand the service through ongoing promotion.


The service is easily accessible via KakaoTalk, and its individualized message delivery method enhances information transmission. Past broadcasts can also be reviewed. In particular, guardians can listen to broadcasts or receive information on behalf of parents living alone, greatly improving information accessibility for the elderly. Going forward, the county plans to utilize village broadcasting in various administrative areas such as welfare, safety, and agriculture and livestock, to promote both administrative innovation and improved quality of life for residents.

Yangpyeong County plans to continue advancing both the "Smart Yangpyeong Toktok" and "Ondongne" platforms, introducing new services needed for residents’ daily lives such as expanded public goods purchasing, a village calendar, headman document box, and AI broadcast summaries, to establish a standard model of a "convenient for residents, efficient for officials" local government platform.


Yangpyeong County Governor Jeon Jinseon stated, "Smart Yangpyeong Toktok plays a key role in improving the quality of life for Yangpyeong residents and strengthening communication with the local community," adding, "We will continue to enhance accessibility through the digitalization of administrative tasks and strive to further improve resident convenience."
