Ansan Wins Grand Prize at National Competition
for Best Policies Supporting Children from Migrant Backgrounds
On July 28, the city of Ansan in Gyeonggi Province announced that it had won the Grand Prize for its policies supporting children from migrant backgrounds at the '2025 National Basic Local Government Heads Manifesto Best Practices Competition', which was held over two days from July 23 to 24.

This competition, organized by the Korea Manifesto Implementation Headquarters, is an event where the achievements of the 8th popularly elected local government pledges and distinctive local policy outcomes are presented and outstanding cases are shared. With this award, the city has now received prizes at this competition for three consecutive years: the Excellence Prize in 2023, the Grand Prize in 2024, and again the Grand Prize this year.
The city explained that it was highly evaluated and received the award for systematically implementing policies to address the educational and care blind spots for foreign children, providing emotional support, and promoting community integration.
Through the competition, the city introduced several initiatives: the Ansan Education Internationalization Special Zone Project to foster global talent; customized adaptation support projects for youth with migrant backgrounds; Korean language education and emotional counseling support for out-of-school children; and the establishment of a safety net network for youth with migrant backgrounds who are in welfare blind spots.
Ansan Mayor Lee Minguen stated, "Based on the principle that all children, regardless of nationality or origin, should enjoy equal rights, we will continue to pursue inclusive administration."
The city plans to use this award as an opportunity to expand and improve related policies, thereby strengthening its status as a 'leading intercultural city' that protects the rights and interests of foreign residents and respects diversity.
