Im Gwanghyeon Accelerates Tax Administration Innovation... Launches 'Future Innovation Task Force'

Im Gwanghyeon, Commissioner of the National Tax Service, is set to actively promote innovation in tax administration. The agency plans to establish a "Future Innovation Task Force" to identify and discuss innovation initiatives.


On July 28, the National Tax Service announced the official launch of the "National Tax Service Future Innovation Task Force" to develop a blueprint for the future of national tax administration.

Commissioner Im previously announced the launch plan for the Future Innovation Task Force during his inauguration ceremony on July 23. At that time, he emphasized, "We will proactively prepare for the future through innovative tax administration," and added, "By immediately launching the Future Innovation Task Force, which will include both headquarters staff and external experts, we will implement policies with a sense of urgency."


Going forward, the Future Innovation Task Force will be fully operational, establishing and managing specialized teams (TFs) for each area based on the values of fairness, rationality, and innovation. The teams will be organized into the following divisions: ▲AI Transformation ▲System Improvement ▲Tax Justice ▲Public Support ▲National Tax Information. The National Tax Service plans to discuss a wide range of innovation initiatives within each division.


Specifically, the AI Transformation division will discuss service innovation measures such as providing free tax consulting based on generative AI, advancing the AI-based tax evasion detection system, and exploring ways to automate and streamline operations using AI. The System Improvement division will focus on identifying tax reform measures that address field-based issues not aligned with the realities of people's daily lives, and seek to improve tax administration regulations and guidelines to fit the changing times. The Tax Justice division will address countermeasures against tax evasion such as public interest violations, stock price manipulation, and offshore tax evasion, as well as measures to eradicate large-scale and habitual tax delinquents and innovate tax investigation methods. The Public Support division will discuss deferring regular audits for small business owners, supporting the rehabilitation of livelihood-based tax delinquents, establishing tax support centers for companies and small business owners, and supporting overseas expansion of businesses. The National Tax Information division will discuss analyzing economic trends using national tax data, strengthening the provision of national tax information that supports economic activities, and expanding the collection and utilization of real-time income data.


In addition, the National Tax Service plans to find solutions to tax administration by listening to taxpayers and field voices, and will recruit and operate an online National Advisory Panel to generate tangible tax administration outcomes that the public can feel. The online advisory panel will consist of citizen members representing various occupations, industries, age groups, and genders, and will participate in all activities of the task force, including proposing innovation initiatives, offering suggestions for improvement, evaluating, and promoting policies from the public's perspective.


An official from the National Tax Service stated, "Going forward, the National Tax Service will develop future innovation initiatives centered on the Future Innovation Task Force, reflecting the opinions of taxpayers and field staff, and will implement them swiftly to achieve visible results that the public can experience."
