The National Police Agency announced on the 26th that it has launched a fact-finding investigation into whether there were shortcomings in the initial response regarding the Incheon homemade firearm incident.

The Office of Inspector General at the National Police Agency stated in a press release on this day, "We will thoroughly examine whether there were any deficiencies in the initial response at the scene."


According to the transcript of the emergency call secured by the office of lawmaker Yoon Kunyoung of the Democratic Party of Korea, the 112 emergency call was first received at 9:31 p.m. on the 20th. Mr. A's wife urgently requested, "Someone fired a gun," and "My husband has been shot, so please come quickly."


After a two-minute call, Mr. A's wife hung up, but during a subsequent six-minute call, she explained the situation by saying, "My husband is bleeding heavily, and my father is outside holding a gun."


However, the police did not immediately enter the residence, and a downstairs neighbor made additional 112 emergency calls at 9:39 p.m., 9:43 p.m., 9:50 p.m., and 9:56 p.m.


Both the caller and the downstairs neighbor requested the police to enter the scene quickly and to dispatch emergency medical services, but the police, judging that Mr. A was armed inside the house, were waiting for the SWAT team to be deployed.


The suspect in this case, Mr. B, is accused of shooting and killing his son, Mr. A, with a homemade firearm at an apartment in Songdo-dong, Yeonsu-gu, Incheon, at around 9:31 p.m. on the 20th.


At Mr. B's residence in Dobong-gu, Seoul, police discovered 15 flammable items, including PET bottles filled with thinner and detergent containers, as well as ignition devices. It was found that a fire timer had been set for noon on the day after the murder, July 21.
