Urging Action Through District Administration Questions
"Proactive Response Needed"
Kim Jeonghee, a member of the Dalseo District Council in Daegu (representing Bonri, Songhyeon 1 and 2, and Bondong), raised strong questions regarding the current state of unwanted facilities in the Dalseo District, as well as the issue of the refurbishment and extension of the operation of Units 2 and 3 at the Seongseo Incineration Plant, during the second plenary session of the 313th extraordinary meeting on July 25.
Councilor Kim stated, "The push to extend the operation of the Seongseo Incineration Plant directly affects the health and lives of residents, yet there has not been an adequate official process for collecting residents' opinions, such as public hearings or forums, up to now." She continued, "It is difficult to understand why Dalseo District, which has the highest density of unwanted facilities in the country, does not even have a dedicated organization to address these facilities. I strongly urge the establishment of a systematic response system through the formation of a dedicated task force team or a multi-party consultative body."
Councilor Kim referenced the 'Act on Promotion of Transition to a Circular Economy Society,' emphasizing, "It is urgent to establish sustainable resource circulation policies and the supporting organizations, ordinances, and strategic frameworks. We need to shift to 'resource circulation and circular economy policies' that reduce waste generation itself and build a virtuous cycle structure for resource recycling."
Kim stressed, "The issue of the Seongseo Incineration Plant is a critical matter directly linked to the health rights, environmental rights, and right to livelihood of Dalseo District residents." She added, "If the refurbishment and extension become a reality, the damage will fall squarely on the residents of Dalseo District. For a sustainable Dalseo District, I call for proactive and preemptive action from the district office."
