"Model for Economic Revitalization" ... Changwon Special City Awards Top Departments for Rapid Fiscal Execution in First Half

Encouraging Proactive Financial Execution
Eight Departments Including Culture and Arts Division Selected

On July 25, Changwon Special City in Gyeongnam held an awards ceremony to recognize departments with outstanding performance in the "2025 First Half Local Finance Rapid Execution Self-Evaluation."

This award was organized to encourage the efforts of each department in achieving the rapid execution targets for the first half of the year and to promote proactive financial execution.

The evaluation criteria included the execution rate for the first half, the scale of execution, the facility cost execution rate and scale, and the execution rate in the consumption and investment sectors. The evaluation was conducted by dividing departments into four groups: the main office, affiliated agencies and business offices, district offices, and towns and villages.

As a result, the top-performing departments were: the Culture and Arts Division of the Culture, Tourism, and Sports Bureau; the Safety Experience Operation Team of the Changwon Fire Headquarters; the Safety and Construction Division of Uichang-gu; and Dong-eup in Uichang-gu. The outstanding departments selected were: the Construction and Road Division of the Transportation and Construction Bureau; the Health Policy Division of the Changwon Public Health Center; the Safety and Construction Division of Jinhae-gu; and Hoiwon 1-dong in Masanhoiwon-gu. Each outstanding department received a certificate and a cash prize as an award.

As a result of the rapid financial execution in the first half of the year, the city achieved 108.6% of the Ministry of the Interior and Safety's target for rapid execution, 108.1% in the consumption and investment sector for the first quarter, and 103.2% for the second quarter. The city was also selected as a local government that achieved all target indicators in the Gyeongsangnam-do evaluation, securing a special adjustment grant of 50 million won.

Jang Geumyong, Acting Mayor of Changwon Special City, stated, "I would like to thank all departments for their efforts to execute the budget rapidly despite difficult circumstances," and added, "In the second half of the year, we will continue to actively execute the budget to revitalize the local economy and do our utmost to enhance fiscal soundness by minimizing unexecuted and unused funds."
