Seoul City to Apply 'Easing of Public Contribution Requirements in Height-Regulated Areas' for the First Time
The redevelopment project for Sindang 9 District in Jung-gu, Seoul, is expected to gain momentum due to various regulatory relaxations and expanded public support measures.

According to Jung-gu on July 25, Kim Gilseong, the head of Jung-gu District, and Oh Sehoon, the mayor of Seoul, visited the Sindang 9 District site (located at 432-1008 Sindang-dong, with an area of 18,651 square meters) together on July 24. During their visit, they agreed on the urgency of the redevelopment project and sought ways to improve the project conditions.
The site is characterized by narrow alleys, steep hills, and a concentration of old houses, resulting in poor residential conditions. Despite its excellent location near the Namsan forest area and close to Exit 6 of Beotigogae Station, the project has faced difficulties due to Namsan height restrictions and the limitations of small-scale development. The selection of a construction company has also been delayed due to repeated bidding failures.
During this visit, Mayor Oh Sehoon announced that Sindang 9 District would be the first site to implement Seoul's "Regulation Abolition Plan No. 3" and that the city would promote the "easing of public contribution requirements in height-regulated areas." Specifically, the city is considering reducing the public contribution rate from the current 10% to as low as 2% when the zoning is upgraded.
Jung-gu and Seoul City plan to apply the relaxation of the Namsan height restriction, raising the maximum building height from 28 meters to 45 meters and increasing the number of floors from 7 to 15. The floor area ratio is also expected to be significantly increased from the previous 161% to over 250% through the application of business feasibility adjustment coefficients. If these improvements are realized, the total number of households could be expanded from the current 315 to over 500. Jung-gu is preparing to amend the development plan to reflect these changes.
Kim Gilseong, head of Jung-gu District, stated, "Sindang 9 District is an area where old houses are concentrated on steep hills, with many elderly residents, making residential environment improvement urgent. We will work closely with Seoul City to quickly advance the project, based on the relaxation of the Namsan height restriction and increased public support."
