Dedicated Call Center and On-Site Applications
for Vulnerable Groups
Seo-gu District in Gwangju (District Mayor Kim Ikang) has been operating a "visiting application" service since July 22 to support the "Livelihood Recovery Consumption Coupon" for vulnerable groups who have difficulty moving or accessing information.
According to Seo-gu District on July 24, this visiting service was established to proactively identify and support applications from vulnerable groups such as the elderly, people with disabilities, and residents of welfare facilities.
Seo-gu District has established a system to lower the barriers to application, which includes operating a dedicated call center, conducting pre-detection visits and on-site registration for vulnerable groups such as those with limited mobility, and making direct visits to welfare facilities.
The Care Support Division of Seo-gu District allows residents with mobility difficulties to request an application via a single text message through a dedicated text-only call center. After application and registration, the district will inform the applicant of a visit schedule within 24 hours and aims to complete the process from application to coupon distribution within 72 hours.
Additionally, the Local Care Group (164 members) and the Living Managers for the Elderly Living Alone (206 members) will each visit high-risk single-person households and priority elderly care recipients to assist with filling out and submitting applications.
For residents of elderly, disabled, and child welfare facilities, the Care Support Division will coordinate in advance with facility managers to visit the facilities directly, accept applications, and provide the Livelihood Recovery Consumption Coupon on-site immediately.
In addition, each of the 18 administrative welfare centers in Seo-gu District has designated a dedicated staff member for the "visiting application" service and set up a dedicated phone number, making it easier and faster for residents to request applications at the neighborhood level.
District Mayor Kim Ikang stated, "This visiting application service is not just administrative support, but a proactive livelihood recovery strategy that reaches out to those with limited access to information and mobility difficulties." He added, "We will continue to expand our comprehensive and warm field-centered care administration in connection with the local human network."
