Hamyang County Mobilizes All Administrative Resources to Minimize Flood Damage

No Casualties Despite Torrential Rainfall in Macheon-myeon, Hyeocheon-myeon, and Other Areas

From July 17 to 19, 2025, record-breaking heavy rainfall was recorded nationwide. In Hamyang County, more than 315mm of rain fell on average, including 452㎡ in Macheon-myeon and over 300mm in Hyeocheon-myeon, Yulim-myeon, and Sudong-myeon.


The Hamyang County government immediately activated phases 1 and 2 of the Disaster and Safety Countermeasures Headquarters, mobilizing all administrative resources to minimize damage. This included emergency restoration of damaged facilities, controlling 11 high-risk areas, and dispatching all staff to assist in the evacuation of residents by region.


On the morning of July 19, while a heavy rain warning was in effect and more than 50mm of rain per hour was falling in Macheon-myeon, Hyeocheon-myeon, and Yulim-myeon, County Governor Jin Byungyoung personally oversaw the emergency evacuation of 167 residents from 112 households in 40 villages across six districts, including Dochon Village in Macheon-myeon. He also visited high-risk sites such as the flooded Janghang Village in Yulim-myeon and the area of concern near Wolpyeong Reservoir to direct on-site response efforts.

In addition, he visited evacuation centers late into the night to comfort residents and deliver relief supplies, actively working to alleviate public anxiety.


This heavy rainfall event featured daily precipitation exceeding 200mm and peak hourly rainfall of up to 58.5mm. Although there was a very high risk of casualties due to landslides and embankment collapses, no casualties occurred. This was achieved through preemptive evacuations with the cooperation of residents, advance preparations by administrative agencies, proactive response, and various preventive measures.


As of midnight on July 23, damage was reported at 131 locations, including 16.7 hectares of farmland and seven homes. Public facilities affected included 104 landslide sites, 55 small-scale facilities, 15 roads, and 15 rivers, totaling 212 sites. The total estimated damage amounted to 8.42 billion KRW.


The county plans to complete damage assessments and establish restoration plans by the end of this week and expects the scale of damage to increase.


Additionally, to prevent secondary damage and minimize inconvenience to residents, emergency restoration is underway at 295 sites, with 167 sites already completed, representing a progress rate of 57%.


Governor Jin Byungyoung stated, "Prevention and swift, thorough response are the most important," adding, "We will do our utmost to protect the lives and property of our residents by adhering to disaster response principles centered on the community."


Meanwhile, Hamyang County plans to actively proceed with disaster relief payments, public facility restoration plans, and quarantine activities based on the results of ongoing damage assessments.
