This ordinance was proposed to facilitate the swift recovery and return to daily life for residents who have suffered psychological and economic damage due to fires that occurred without prior notice.

The main provisions of the ordinance include: ▲specifying the scope of application by excluding those who receive support under other laws or fire insurance payouts from eligibility; ▲providing differentiated support ranging from 1 million to 4 million KRW depending on the extent of the damage; and ▲stipulating the recovery of funds in cases of fraudulent claims.

Oh stated, "There are people who, due to unexpected fires, are not covered by fire insurance or fall into gaps in support systems. The enactment of this ordinance is significant in that it eliminates these blind spots in support and establishes an institutional foundation for the administrative role of assisting residents in need."
