Gangbuk District in Seoul (Chief Soonhee Lee) announced on July 18 that it is thoroughly preparing for the distribution of the ‘Livelihood Recovery Consumption Coupon’ as applications are set to begin on July 21.

On July 14, the district formed a ‘Livelihood Recovery Task Force (TF)’ led by the Deputy Chief. A collaborative system has been established, involving all departments such as budget, administration, economy, welfare, and IT. The TF headquarters and dedicated teams for each neighborhood have been organized to ensure a prompt and accurate coupon distribution support network.
Each neighborhood community center will establish its own detailed plan and operate a dedicated counter from the start of the application period. To reduce congestion during the application process, additional support staff, including temporary workers, will be deployed.
To maximize the policy’s effectiveness, the district will provide online guidance through official social media channels such as YouTube, blogs, and Instagram, as well as its website. Offline promotions will also be conducted in collaboration with local organizations and neighborhood leaders.
The first application period for the Livelihood Recovery Consumption Coupon runs from July 21 to September 12. Applicants can choose among credit/debit cards, prepaid cards, or the mobile Seoul Sarang Gift Certificate as their payment method. Credit/debit card applications can be made via the card company’s website, app, call center, or ARS. Prepaid cards can be applied for in person at the local community center in the applicant’s residential area. The Seoul Sarang Gift Certificate can be requested through the SeoulPay+ app.
The coupon can be used until November 30 at local small businesses with annual sales of 3 billion won or less, excluding certain industries such as large supermarkets, department stores, and businesses related to entertainment or gambling.
