The Security Service held a high-level disciplinary committee meeting on July 15 and reached this decision unanimously among all committee members. The agency explained, "Criminal charges related to Kim, such as obstruction of special official duties, were not included in the disciplinary action, as investigations by law enforcement agencies are still ongoing."

The Security Service added, "We respect the decision of the disciplinary committee and will proceed with the necessary procedures going forward. We will do our utmost to restore public trust as a national professional security agency through continuous organizational reform."

Meanwhile, the special prosecutor's team investigating insurrection is conducting an inquiry into former Deputy Chief Kim, who was considered a hardliner within the Security Service, on charges of leading the obstruction of both the first and second attempts to arrest former President Yoon Suk-yeol, as well as excluding staff members who did not follow his orders from their duties.
