Seongnam City Activates Emergency Response System as Heavy Rain Advisory Issued

All-Out Efforts to Prevent Damage from Flooding and Collapse

Seongnam City in Gyeonggi Province (Mayor: Shin Sangjin) established its Disaster and Safety Countermeasures Headquarters and began emergency operations as of 5:00 p.m. on July 16, following the issuance of a heavy rain advisory.

This heavy rain advisory applies to the Gyeonggi Province region, including Seongnam, as well as Seoul and Incheon. According to the Korea Meteorological Administration, up to 45 mm of rainfall is expected by midnight on July 16, and 29 to 40 mm is forecast for the afternoon of July 17.


Seongnam City is strengthening preemptive measures and real-time situation management to minimize damage caused by the heavy rain.


First, the city is continuously monitoring weather conditions and has established a collaborative system with relevant departments and related agencies such as the police and fire departments. Through open chat rooms and other channels, Seongnam is sharing on-site updates and quickly disseminating information about any damage.


In addition, the city has proactively implemented safety measures, including: strengthening monitoring of areas at risk of landslides or collapse during the rainy season; maintaining and deploying flood control materials such as sandbags near areas prone to flooding; removing obstructions in rivers and inspecting drainage pump stations; establishing emergency contact systems and conducting preemptive inspections of flood prevention facilities (such as flood barriers) for vulnerable groups, including residents of semi-basement homes. For public awareness, the city is also actively utilizing the Tancheon early warning system and disaster, traffic, and air quality message boards.


From 5:00 p.m. on July 16 until the heavy rain advisory is lifted, Seongnam City has organized one emergency response team, comprising one-sixth of all staff (499 people), to respond to the situation. If the advisory remains in effect, a shift change to the second team will occur at 10:00 p.m. to maintain continuous emergency operations.


Additionally, Seongnam City is strengthening preemptive monitoring of disaster-prone areas and is fully prepared to respond immediately should any damage occur. In particular, to ensure citizen safety, the city preemptively restricted access to the Tancheon stream, its tributaries, and Saewolgyo Bridge starting at 11:00 a.m. on July 16.


Seongnam City will continue to flexibly adjust its response level according to weather conditions and thoroughly implement measures to protect the lives and property of its citizens.
