Jeollanam-do will distribute livelihood recovery consumption coupons to all residents starting from July 21, in order to revitalize the local economy, which has been dampened by high inflation, and to boost domestic consumption.
The recipients of the livelihood recovery consumption coupons are those who were registered as residents of Jeonnam as of June 18, the day before the payment plan was announced. The distribution will be divided into two phases. In the first phase, every resident will receive between 180,000 won and 450,000 won per person. In the second phase, an additional 100,000 won per person will be provided to residents, except for the top 10% income bracket.
The amount of support in the first phase is set at a basic 150,000 won per person. However, for customized support by income group, those in the second-lowest income bracket and single-parent families will receive 300,000 won per person, and basic livelihood security recipients will receive 400,000 won per person. As a non-metropolitan area, residents of the five cities and Muan County will receive an additional 30,000 won, and residents of the 16 counties designated as rural or fishing population decline areas will receive an additional 50,000 won.
Applications can be made at the city or county office corresponding to the applicant's registered address. Adults born on or before December 31, 2006, must apply individually to receive the coupons. For minors (born on or after January 1, 2007), the head of household listed in the resident registration can apply and receive the coupons on their behalf.
Applications for the first phase can be submitted both online and offline from 9:00 a.m. on July 21 until 6:00 p.m. on September 12. Applicants can choose their preferred method among credit/debit cards, prepaid cards, or local gift certificates. The available payment methods may vary depending on the circumstances of each city or county, so applicants are advised to check in advance. During the first week of applications, a day-of-the-week system based on the last digit of the applicant's birth year (Monday: 1,6 / Tuesday: 2,7 / Wednesday: 3,8 / Thursday: 4,9 / Friday: 5,0) will be implemented to prevent system overload. For offline applications, this day-of-the-week system may be extended depending on local conditions.
In principle, applications and usage must be made at the address registered as of June 18. However, if the applicant has moved after the reference date, the application area can be changed through the card company for credit/debit cards, or at the resident center of the new address for local gift certificates and prepaid cards.
Local gift certificates can be used at all affiliated stores in the applicant's city or county of residence. In rural areas without similar businesses such as marts, supermarkets, or convenience stores, they can also be used at Hanaro Mart. Residents who receive credit/debit cards or prepaid cards can use them at small businesses with annual sales of 3 billion won or less, except for certain industries. Usage is restricted at large supermarkets, corporate supermarkets, department stores, duty-free shops, online shopping malls and delivery apps, entertainment and gambling businesses, and cash-convertible businesses.
Jeonnam Province aims to quickly distribute livelihood coupons to 90% of all residents within one month. To achieve this, it will actively implement a "visiting livelihood coupon application service" from July 28 to August 1, targeting villages and welfare facilities for the disabled. Public officials will visit villages and facilities in person to assist groups with limited access to information, such as the elderly and people with disabilities, in order to minimize blind spots in the application process.
Seo Eunsoo, Director of the Job Investment Attraction Bureau of Jeonnam Province, stated, "We will thoroughly manage all aspects of the livelihood coupon program so that it revitalizes the local economy and serves as a catalyst for economic recovery." He also urged, "Please be especially careful to prevent smishing damage by not accessing websites with unclear sources related to the livelihood recovery consumption coupons."
