Director Lee majored in urban planning at the Department of Architectural Engineering at Yonsei University and its graduate school, and earned his doctorate from the Technical University of Berlin in Germany. At the Korea Research Institute for Human Settlements, a national research institute under the Ministry of Land, Infrastructure and Transport, he served as Head of the Korean Peninsula and Northeast Asia Research Center, Head of the National Land Planning and Regional Research Division, and Vice President. He has dedicated himself to the overall development of the Korean Peninsula, focusing on the case of unified Germany and development strategies for North Korea.

Since establishing the Unification Peninsula Construction Strategy Research Institute in 2020, HanmiGlobal has been collecting and analyzing data related to North Korea and unification, formulating strategies for entry into North Korea. The company has published related books in succession, including "Development Plan and Construction Industry Strategy for a Unified Korean Peninsula" in 2022 and "North Korea Urban Development Plan" in 2024.

Director Sangjun Lee stated, "If unification of the Korean Peninsula becomes a reality, the construction industry is expected to undergo the greatest changes and receive the most benefits." He added, "North Korea's closed nature and lack of resources make its construction environment similar to that of underdeveloped countries abroad, and since development funding will require international cooperation, it is crucial for private companies to prepare and participate." Director Lee further emphasized, "To avoid repeating the concentration of population in the capital region, land imbalance, and haphazard development after unification, it is essential to establish a comprehensive strategy."
