Full-Scale Redevelopment Begins 11 Years After Partial Lifting of Singil New Town Designation
Adjacent to Dorim Sageori Station, Numerous Redevelopment Projects Underway
Installation of Public Pedestrian Passage, Childcare and Community Facilities Planned
After 11 years since the partial cancellation of the Singil New Town (Reconstruction Promotion District), a rapid integrated planning proposal has been finalized for the area around 314-14 Singil-dong, which will allow for the construction of approximately 940 residential units in buildings up to 38 stories high.
The Seoul Metropolitan Government announced on the 16th that, with the confirmation of the rapid integrated planning for the redevelopment of the 314-14 Singil-dong area, planning has been completed for 124 out of a total of 204 target sites in Seoul, covering approximately 223,000 housing units.
The area in question exhibits significant disparities in residential environments depending on whether it was included in the Singil Reconstruction Promotion District. In the southern part of Gamasan-ro, where the reconstruction project has been completed, living conditions have greatly improved due to the renovation of old residential areas and the expansion of infrastructure such as roads. However, in the northern part of Gamasan-ro, including the target site, the cancellation of the reconstruction district led to delays in development, resulting in a widening gap in residential conditions.
In the target area, 93% of all buildings are aged structures (over 20 years old), and 52% are semi-basement units, making it an area in urgent need of redevelopment. The northern part of Gamasan-ro suffers from narrow access roads and a lack of sidewalks, resulting in poor pedestrian safety. Repeated flooding led to the area being designated a special disaster zone in 2022, highlighting the vulnerability of residential safety.

The site is adjacent to Dorim Sageori Station on the Shinansan Line, which is scheduled to open in 2026, raising expectations for improved metropolitan transportation networks. Significant changes are anticipated in the area due to ongoing projects such as the Singil 15 Urban Public Housing Complex and Dorim 1 Public Redevelopment.
In response to these changing local conditions, the city focused its proposal on improving the residential environment and creating vibrant complexes that energize the area. Key elements include: establishing safe and convenient pedestrian pathways; providing community facilities tailored to local needs; creating open landscapes that harmonize with the surroundings; and applying flexible urban planning and implementation strategies.
Tailored urban planning will be applied, including an upgrade in zoning and flexible height regulations allowing for buildings up to 38 stories. The city will actively introduce profitability adjustment coefficients from the "2030 Seoul Urban and Residential Environment Improvement Master Plan" to enhance project viability. Multiple measures will be implemented, including up to two-step zoning upgrades, application of a profitability adjustment coefficient (1.52), and a 20% increase in the base floor area ratio.
Existing pedestrian routes, such as school routes, will be maintained, while pedestrian convenience and safety will be significantly improved. A public pedestrian passage will be installed within the complex, connecting Dorim Elementary School on the west and east sides of the site, ensuring a safe route to school. In the northeastern part of the site, where there is a 6-meter difference in elevation, the terrain will be developed in two decked levels, with the space beneath the decks used for corridors and other facilities. Elevators and stairs will be installed in areas with level differences along the public pedestrian passage to improve accessibility for those with mobility challenges.

Tailored community facilities will also be provided. Childcare-related facilities such as an edu-community center will be prioritized near the school. In anticipation of the area becoming a future transit hub, neighborhood facilities will be placed along Dosin-ro, and community facilities for residents will be linked to the main pedestrian routes within the complex. National and public land within the site will be utilized to reallocate essential infrastructure such as roads. Some of the existing public land will be redeveloped as public open spaces, and the possibility of using land for Mirinae Jip, housing for newlyweds, will be considered.
Taking into account sunlight impacts on Dorim Elementary School (east side) and the new Dorim Sageori Station (west side), a varied skyline will be created, with taller buildings on the west and lower ones on the east. Mid- and low-rise buildings will be placed along the street, while the tallest, up to 38-story buildings, will be located in the center of the complex. An east-west landscape axis connected to pedestrian routes will ensure a sense of openness within the complex and create an open urban landscape.
The city plans to support the rapid establishment of a detailed redevelopment plan for the site. The "streamlined rapid integrated planning procedure" will allow for integrated reviews by the Urban Planning Authority Subcommittee and project implementation plan, which is expected to shorten the project timeline.
Currently, among the 124 areas where rapid integrated planning has been completed, 51 are in the process of establishing redevelopment plans, 48 have designated redevelopment plans, 20 have received approval for association establishment, and 5 are at the project implementation approval stage. Follow-up procedures are progressing smoothly after the rapid integrated planning phase.
Cho Namjun, Director of Urban Space at the Seoul Metropolitan Government, stated, "This rapid integrated planning will serve as a turning point for the Singil-dong area, where development had stagnated. With the opening of the Shinansan Line, accessibility to Yeouido and Seoul Station is expected to improve, and we anticipate that the rapid integrated planning for Singil-dong will not only enhance the residential environment but also serve as a catalyst for boosting the city's competitiveness."
