Hanam City in Gyeonggi Province (Mayor Lee Hyunjae) announced on July 15 that Yoo Jaehun, an official from the Tax Source Management Division, won first place and received the grand prize at the 2025 Gyeonggi Province Local Tax Delinquency Collection Best Practices Presentation Contest.

With this award, Yoo has earned the honor of winning the grand prize for two consecutive years, following his victory last year.
This contest, which was held to enhance practical field capabilities and share creative and effective cases for resolving tax delinquencies, brought together collection officials from the 31 cities and counties within Gyeonggi Province.
Finalists advanced to the stage after a preliminary document screening and were judged based on the professionalism and feasibility of their presentations, as well as the potential for policy adoption.
Focusing on the theme of "Cases of Responding to Delinquency in Trust Property," Yoo closely analyzed the trust structures of delinquent taxpayers and interpreted relevant laws to propose new collection methods, targeting trust properties that had remained a blind spot where collection measures were difficult to enforce.
In particular, although the law prohibits collecting delinquent amounts from trust property when the delinquency arises from the settlor, Yoo overcame this limitation by introducing a new approach. He converted "trust reserves" into "trust income," thereby making collection possible.
Additionally, the city seized the right to claim registration of ownership transfer from LH, utilizing it for delinquent tax collection, and employed various methods such as leveraging key tenants. Through these strategies, Yoo successfully collected a total of 2.3 billion won in three cases. This approach, which combined legal interpretation with asset structure analysis, was highly praised as an "innovative collection model that transcends legal limitations."
With this award, Yoo will represent Gyeonggi Province at the "Local Finance Awards (Local Tax Division)" hosted by the Ministry of the Interior and Safety in the second half of this year, where he will compete with other outstanding cases from across the country.
Yoo said, "I did not turn a blind eye to loopholes in the system and thought deeply to find practical solutions that could be applied in the field. By recognizing delinquency not as a mere statistic but as a challenge that must be resolved, my persistent efforts led to this positive evaluation. I feel both a great sense of responsibility and fulfillment as a public servant."

We will continue to ensure that citizens' taxes are collected honestly and fairly, and used transparently."
Meanwhile, Hanam City continues to set an example in local tax administration, having been selected as the top institution for three consecutive years in the "Local Tax Delinquency Management Evaluation" organized by Gyeonggi Province, thanks to its efforts to strengthen practical capabilities of public officials and pursue continuous innovation in tax administration.
