Selection of Local Gift Certificates and Card Points for Distribution
On July 15, Wando County in South Jeolla Province announced that it will begin accepting first-round applications for the 'Livelihood Recovery Consumption Coupon' from July 21 to September 12.
The coupon will be provided to all county residents. General residents will receive 200,000 won, while those in the second-lowest income bracket and single-parent families will receive 350,000 won. Basic livelihood security recipients will receive 450,000 won. An additional 50,000 won will be provided as a special benefit for areas with declining populations.
Adults must apply individually, while the head of household at the same address must apply on behalf of minors. For proxy applications, an ID card, a letter of attorney, and a certificate of family relationship are required. Applications can be submitted at the local government office based on the applicant's registered address. Both online (via card company and local gift certificate websites) and offline (at town and township offices) applications are supported. In Wando-eup, an application desk will be set up at the Wando Agricultural and Fisheries Culture and Sports Center.
During the first week of applications (July 21-25), a day-of-the-week system will be implemented based on the last digit of the applicant's birth year: ▲1 and 6 (Monday), ▲2 and 7 (Tuesday), ▲3 and 8 (Wednesday), ▲4 and 9 (Thursday), ▲5 and 0 (Friday). Recipients can choose among credit/debit card points and local gift certificates (mobile, card, or paper type) as their payment method. The coupons must be used by November 30; any unused balance will be automatically forfeited after this date.
The consumption coupons can only be used at small businesses with annual sales of 3 billion won or less. Some business types are excluded. Paper gift certificates must be collected at financial institutions after receiving a receipt at the town or township office. The second round of applications will be held from September 22 to October 31. An additional 100,000 won will be provided to residents, except for the top 10% income earners.
County Governor Shin Woochul stated, "We expect the Livelihood Recovery Consumption Coupon to revitalize the stagnant local economy and provide practical help to residents, so we will do our utmost to ensure that all residents receive the benefit without inconvenience."
