'Livelihood Recovery Consumption Coupon'... Sejong City Makes All-Out Efforts for Smooth Distribution

In line with President Lee Jaemyung's policies to revitalize the people's livelihood and economy, Sejong City announced on July 14 that it has launched a dedicated task force for the Livelihood Recovery Consumption Coupon program and is working to ensure smooth distribution.

The task force, headed by the Deputy Mayor for Economic Affairs, consists of 11 members and is divided into a project management team, an execution management team, and an on-site response team. During the first application period, from July 21 to September 12, the city plans to provide 180,000 won to ordinary citizens, 330,000 won to the near-poor and single-parent families, and 430,000 won to basic livelihood security recipients.

Citizens born on or before December 31, 2006, must apply separately for both the first and second rounds to receive the consumption coupons. For minor children, the head of household at the same address may apply on their behalf. The amount distributed varies by income group, ranging from a minimum of 180,000 won to a maximum of 530,000 won.

The second application period will run from September 22 to October 31. During this period, an additional 100,000 won per person will be provided to citizens except those in the top 10% income bracket. Detailed information will be announced separately at a later date. Recipients may choose to receive the consumption coupon as either a credit/check card or a prepaid card.

However, the Yeominjeon local gift certificate, which is specific to Sejong, is not available for application due to the operating agency's lack of additional development capacity. The coupons must be used by November 30, and any unused balance will automatically expire after the deadline.

The coupons can be used at small businesses in the region with annual sales of 3 billion won or less. They cannot be used at large supermarkets, department stores, online shopping malls, entertainment venues, and other restricted industries.

To ensure smooth distribution, a day-of-the-week system based on the last digit of the birth year will be implemented from July 21 to July 25, the first application period. Specifically, applications will be accepted on Monday (7.21) for those whose birth year ends in 1 or 6; Tuesday (7.22) for 2 or 7; Wednesday (7.23) for 3 or 8; Thursday (7.24) for 4 or 9; and Friday (7.25) for 5 or 0.

On Saturdays and Sundays, applications can be submitted online for credit and check cards regardless of birth year. Those wishing to receive the Livelihood Recovery Consumption Coupon as a prepaid card should apply through their local Eup, Myeon, or Dong Administrative Welfare Center. Credit and check cards can be applied for via the card company's website or by visiting a partner bank branch. From July 14, individuals can check their eligibility and support amount in advance through the 'National Secretary Notification Service.'

Deputy Mayor for Economic Affairs Lee Seungwon stated, "We expect the Livelihood Recovery Consumption Coupon to serve as an opportunity to invigorate the stagnant local economy," and added, "We will ensure thorough distribution so that every citizen can apply and benefit without inconvenience."
